TOWNSHIP OF PARSIPPANY-TROY HILLS 
CANNABIS APPLICATION INFORMATION

Thank you for your interest in establishing a cannabis business in the Township of Parsippany–Troy Hills (the “Township”). We look forward to working with you throughout the application and permitting process.

The application submission window is open from August 4, 2025, through August 31, 2025.

All applicants must complete the official application form established by the Township and meet all requirements to be considered for a Municipal Cannabis Business License.

Please review Ordinance 2024:21, Ordinance 2025:08, and the Township Zoning Map to understand all applicable requirements and limitations. The Township Cannabis Zoning Map mark outs are approximate and for informational purposes only and are subject to individual location zoning analysis in accordance with the applicable Township regulatory criteria.

APPLICATION REQUIREMENTS

Applications must be submitted to the Office of the Business Administrator using the standardized Township form. Each application must be complete and include:

1. All required documents
2. Non-refundable application fee (see Fee Schedule below)
3. Exact property addresses (address ranges are not permitted)
4. Properly signed and executed legal documents
5. Legible materials with no blank fields

Incomplete applications will be rejected.

SUBMISSION INSTRUCTIONS

1. Application Period: August 4, 2025 – August 31, 2025
2. Submit five (5) hard copies and one (1) electronic copy to:

3. Include all applicable fees (see Fee Schedule below).
4. Please do not follow up. Our team will contact you if additional information is required.

REVIEW PROCESS

1. Applications will be reviewed collectively after the submission window closes. 
2. Initial completeness conducted by Township Cannabis Attorney, Ron Mondello. 
3. The Cannabis Attorney will notify Mayor Barberio & Business Administrator of completeness findings. Applications with missing or incomplete information may be denied. Additional information may be requested. 
4. Applicants may be invited for an interview during the review process.
5. Once deemed complete, qualified applications will be forwarded to the Cannabis Review Board for evaluation and applicants will be notified. 
6. The Cannabis Review Board will assess financial stability, business viability, character, zoning compliance, among other pertinent criteria, and will issue recommendations to the Township Council.
7. The Governing Body will consider a resolution of support based solely on the Cannabis Review Board’s recommendation, typically within 60 days.
8. Upon Governing Body approval, the applicant will receive a Resolution of Support, enabling pursuit of the required State cannabis license.

Applications may be denied if they are incomplete, do not include the non-refundable application fee, or if approval would be contrary to the public health, safety, or welfare of Township residents.

Licenses will not be issued until all municipal conditions (Planning, Zoning, Construction, Health, etc.) are satisfied. 

The application escrow fee for professionals is five thousand dollars ($5,000).
