Sanitary Sewer Utility

The Sewer Utility operates and maintains a 16 million gallon per day (MGD) advanced wastewater treatment plant, which currently has an average daily flow of 9 MGD. The Sewer Utility also operates and maintains approximately 370 miles of sewers and 23 pump stations which make up the Collection System. The Wastewater Treatment Plant and Collection System operate under a permit issued by the New Jersey Department of Environmental Protection (NJDEP).

The highly treated wastewater, mandated by the NJDEP Permit Requirements is discharged to the confluence of the Rockaway and Whippany Rivers. The bio-solids (sludge) produced by the advanced treatment process are dewatered and sent to an out of state landfill.

Septic tank waste, portable toilet waste, sewage sludge, compatible process waste and gray water are accepted from the area for treatment at the Plant.

Lake Hiawatha Pump Station Replacement & New Road Pump Station Projects

Sewer Plant

Pump Station #4 Redirection Project

The Township of Parsippany-Troy Hills owns and operates the sanitary sewer collection system and wastewater treatment plant. The Lake Hiawatha area of the Township was served by Pump Station No. 4.

Pump Station No. 4 was the largest wastewater pumping station in the Township’s Sewer Service Area, and conveyed wastewater to the Township’s Wastewater Treatment Plant via an 8,900 linear foot, 24-inch diameter, PCCP force main. This Pump Station and its force main, were constructed around 1963. A recently completed Project eliminated the need for Pump Station No. 4 and it’s Force Main, by redirecting the sewage to the Troy Meadow Interceptor. This redirection was accomplished by directional drilling a 60-inch casing pipe and then the insertion of a 48-inch carrier pipe, under Routes 46, 80 and 280. Pump Station No 4 has been removed from service providing considerable energy and potable water savings, and the reliability of providing wastewater conveyance will be greatly enhanced.

Knoll Recreation Area Sewer System Improvements

The Sanitary Sewer System in the Knoll Recreation Area has been completely rebuilt by constructing a new Pump Station with a backup generator, construction of new gravity sewers and a force main and the elimination of five smaller Pump Stations. This Project eliminated several old pump stations with a mostly gravity system that will save on electrical, operations and maintenance costs. A higher level of dependability is also a benefit of this Project.

Plant Standby Generators

A project to replace the Standby Electrical Generators at the Treatment Plant has been completed. The Township’s Wastewater Treatment Plant is the Township’s largest user of electrical power and standby backup electric power is required to keep the Plant in operation at all times.  Six old Generators were replaced by two new generators. Prior improvements to the Treatment Process reduced the electrical demand and usage at the Plant.

Operation & Maintenance

The Sewer Utility operates and maintains all sanitary sewers in the Township from the cleanout in front of homes and businesses to the Treatment Plant.

Wastewater Treatment Plant

The Parsippany-Troy Hills Wastewater Treatment Plant through agreement accepts and treats wastewater from Mountain Lakes, East Hanover, Montville and a portion of Denville.

The Sewer Utility develops plans and programs for the extension and improvement of public sewer services in the Township and at the Treatment Plant. The operation and maintenance of a Wastewater System is capital and maintenance intensive undertaking. Because of the nature of the material being handled and the ever changing NJDEP Permit Requirements the Sewer Utility must always be vigilant in its efforts to provide the level of service required by the NJDEP and demanded by the Citizens.
