The Finance Department is comprised of three Divisions: Treasury / Collections / Assessments
Division of Treasury
The Division of Treasury develops, maintains and enforces a uniform system of accounts including forms, standards and procedures for all departments of municipal government. All receipts and disbursements of the Township and each of its departments are controlled here.
A central bookkeeping and account records system is maintained with sound accounting principles in accordance with the requirements of the State Division of Local Government. The Division of the Treasury assures that all bills are authorized and approved for payment. The Division controls all expenditures and commitments to be made on behalf of any department in conformity with State law. The Division also makes recommendations to the Township Council on the sale and award of bonds including the principal amount, interest rate, maturities and price.
Division of Collections
The Division of Collections performs the function of Collector of Taxes including the preparation and mailing of tax bills, enforcement of tax collections by tax sale or other means and the maintenance of tax accounting records. They receive and collect all current and delinquent taxes, receive penalties and interest according to law and provide a central cashier for all departments.

The water and sewer billing and collections department is housed in the municipal building and incorporated with the tax collections department. They are governed by state law and local municipal ordinances pertaining to rates, adjustments and penalty calculations.
Water and sewer bills are generated quarterly for all residents and businesses connected to the Parsippany Utility systems. Payment is due 30 days from bill date to avoid interest penalty.

Division of Assessments
This office is governed by State Statutes for all procedures.
The Division of Assessments, headed by the Tax Assessor, determines the taxability and fair market value of all new, existing and improved properties within the municipality. The assessor’s responsibilities include processing deeds and building permits for assessments, maintaining and updating assessment records, maintaining records for accurate up-to-date information from Planning, Zoning, and Construction Code enforcement, complying with State mandated regulations, handling appeals, processing applications for exemptions or deductions, and compiling financial and other records for the County and State Boards.

Tax appeals must be filed on or before April 1st of the current tax year.

Important Notice: Third Quarter Property Tax Bills

The mailing of third-quarter tax bills, originally due August 1, 2025, has been delayed because the State of New Jersey approved the 2025 tax rate later than usual on July 18, 2025. Consequently, the Morris County Board of Taxation could not certify the rate until after this date. Your tax bills are now being printed and will be mailed out shortly.
Extended Grace Period
To assist our taxpayers, the Township has extended the grace period for third-quarter payments to Friday, August 29, 2025.
Important:
- Payments received after August 29, 2025 will incur interest retroactive to the original due date of August 1, 2025, in accordance with N.J.S.A. 54:4-67.

2025 Municipal Budget Snapshot

Mayor James R. Barberio and Council have introduced a budget that will include a 2.22% municipal increase, or $59.41 per year on the average assessed home, while maintaining all levels of service, in spite of the continued increase in cost of goods, labor and statutory obligations, and the near $500k State Aid reduction.

2024 Property Tax Programs

$250.00 Veterans Deduction – Available to all military veterans who have had active duty services in the United States Armed Forces and have been honorably discharged.
$250 Senior/Disabled Tax Deduction – Must be 65 or older and income must be less than $10,000 NOT including Social Security.

Anchor Program – Homeowners combined income must be under $250,000. Renters combined income must be under $150,000. Applications are generally filed online or by telephone.
Senior Tax Freeze - Property Tax Reimbursement (PTR)
Important changes: The income limits have been increased and the 10-year New Jersey residency requirement has been eliminated. The age/disability and three- year homeownership requirement remains unchanged.
To be eligible for the 2023 Senior Tax Freeze; you must be age 65 as of December 31, 2022 and your annual income less than $150,000 in 2022 and less than $163,050 in 2023. With some exceptions, all income must be taken into account, including Social Security, pensions, etc. The 2023 Senior Tax Freeze applications should be available by March, 2024.
